LottoStar Review: LottoStar South Africa Licence, Games, Payments and Legal Questions

LottoStar holds a Mpumalanga bookmaker licence and has one of the longest payment lists in South Africa, but its core product sits in a legal grey zone.

Scorecard

LottoStar is a Mpumalanga-licensed bookmaker with an unusually wide choice of payment methods and solid protection tools, but its lottery bets were ruled unlawful in 2021 and its bonus terms are thin.

What the documents show well

  • Licensed by the Mpumalanga Economic Regulator, licence 9-2-1-09467, confirmed on the NGB register
  • Long list of payment methods including EFT, bank public recipient payments, SnapScan, PayFast and a LottoStar Voucher
  • Self-exclusion, cooling-off period, self-assessment quiz and the SARGF helpline
  • 24/7 support via helpline, contact form and email
  • Games from Habanero, Evolution, Ezugi and Playtech

LottoStar is a licensed South African bookmaker: LottoStar (Pty) Ltd holds licence number 9-2-1-09467 from the Mpumalanga Economic Regulator, and the National Gambling Board register lists the same number. This LottoStar review covers what that licence means, the lottery-style betting that made the brand famous and the court case around it, the Reel Rush games lobby, payments, the bonus and player protection. In brief: excellent payment choice and solid responsible gambling tools, with real legal questions over both of its main product lines.

LottoStar review: who runs it and how it is licensed

The site footer names LottoStar (Pty) Ltd, registration number 2007/011071/07, with offices at Riverside Office Park. Its licence page states that it is licensed and regulated by the Mpumalanga Economic Regulator under licence number 9-2-1-09467, and the National Gambling Board's register of verified operators, dated 1 November 2026, lists LottoStar as a Mpumalanga bookmaker with that number.

That is the answer to "is LottoStar legit" in the narrow sense: it is a registered company with a provincial bookmaker licence you can check. The wider question is what that licence allows, and that is where LottoStar is different from most bookmakers we review.

Lottery bets and the 2021 court ruling

LottoStar is best known for letting customers bet on the outcome of lottery draws rather than buying lottery tickets. Its FAQ asks "Which lottery games can I bet on?" and lists the lotteries it offers. These are fixed-odds bets placed with LottoStar, not National Lottery entries, so winnings are paid by LottoStar under its own rules, not by the National Lottery operator.

Section 57(2)(g) of the Lotteries Act makes it an offence to run a scheme for betting on the outcome of any lottery unless another law authorises it. On 31 August 2021 the Mbombela High Court declared LottoStar's bets on lottery outcomes unlawful on that basis and interdicted it from offering bets on the outcome of any lottery, according to a National Gambling Board statement from September 2021. LottoStar said it would appeal; the outcome of that appeal could not be confirmed from public sources.

We do not recommend where to bet on lottery outcomes, and our lottery results pages are for information only. If you use this product, understand that its legal footing has been challenged in court.

Reel Rush and the games lobby

Beyond lottery bets, LottoStar runs a large games area. Its FAQ and menus list Reel Rush slots, Live Games, Slotteries, ScratchCards, Crash games including Aviator, Arcade Games, Quick Games and Jackpot Arena. Named providers include Habanero, Evolution, Ezugi and Playtech, with separate lobbies for Evolution, First Person, Ezugi and Playtech.

The legal caveat applies here too. Slot-style games offered by bookmakers are contested: the Supreme Court of Appeal ruled in October 2025 that Gauteng bookmakers cannot offer bets on casino games, the National Gambling Board treats the judgment as national, and provincial regulators outside Gauteng have taken different views. The minister's May 2026 reply to Parliament named Mpumalanga among the provinces whose licensees the NGB had flagged for such offerings. Our LottoStar games page lists what is in the lobby.

Sports betting at LottoStar

Despite the bookmaker licence, LottoStar's public pages focus on lottery bets and games; sports or horse racing markets are not part of what the site describes. If you mainly want to bet on soccer or racing, a sportsbook-led bookmaker in our betting sites ranking is the more natural choice.

LottoStar payments and funding your account

Payments are LottoStar's strongest area. Its payment options page lists a longer set of methods than most South African bookmakers:

TypeMethods listed by LottoStar
Cards and walletsCredit and debit card, Apple Pay, Samsung Pay
Bank transfersEFT, Stitch, SiD Secure EFT, FNB Direct TopUp; Standard Bank, FNB, ABSA and Nedbank list LottoStar as a public recipient
Apps and gatewaysSnapScan, PayFast
Crypto exchangesLuno Pay, VALR Pay
VoucherLottoStar Voucher

Searches for "LottoStar 1Voucher" are common, but 1Voucher is not in the list above; the operator's own LottoStar Voucher is. Check the payment page for any change before you buy a voucher.

LottoStar payouts and withdrawals

LottoStar's FAQ makes clear that FICA documents are needed before you can withdraw, and asks some customers to resubmit them. Upload a clear ID and proof of address after registering so that your first payout is not held up. Processing times are set out in the FAQ and can change, so check them before you request a payout. Lists of "LottoStar winners" on social media are promotional and say nothing about your own chances.

Bonus and competitions

The welcome offer named in LottoStar's FAQ is a 100% Habanero Deposit Bonus. The FAQ refers to a 30x playthrough, meaning bonus funds must be wagered thirty times before they can be withdrawn. That is a demanding requirement compared with sports bonuses at many bookmakers. Competitions and other promotions change regularly; read each set of rules separately. See the LottoStar promo code page for current details. There is no such thing as a "free LottoStar" bet without conditions.

Account, app and registration

Opening a LottoStar account follows the usual pattern for licensed bookmakers: personal details, contact details, password, then FICA documents. Our LottoStar registration guide takes you through it. The LottoStar website works in a mobile browser, and the LottoStar app page explains how to install any official app safely.

Protection tools and customer support

LottoStar lists a range of protection tools: self-exclusion, a cooling-off period and a self-assessment quiz. Its footer carries the SARGF counselling line, 0800 006 008, and a warning that betting can be addictive and harmful if not controlled. Customer support is advertised as available 24/7 through a helpline, contact form and email.

Quick-fire products such as hourly draws, instant games and crash games are designed for repeat play. Gambling is for adults 18 and over only. Set a cooling-off period or deposit limit if you notice you are playing more than you planned, and see our responsible gambling page for further help.

Who LottoStar suits

LottoStar suits adults who want flexible ways to fund an account, including bank public recipient payments and wallets, and who accept the legal uncertainty around both lottery bets and casino-style games. It is not a sportsbook. If licence clarity for the product itself matters most to you, a sports-focused licensed bookmaker is the more straightforward option.
